CARE believes that the climate change agreement must: Ensure that adequate and predictable funds are made available for adaptation, and that those funds reach the most vulnerable people. This requires: • Mechanisms to support community-based adaptation (CBA). Require national governments to: • Monitor, report and verify initiatives using criteria for REDD that include not only emissions reductions but also institutional reforms, broad consultation processes and social impacts. This requires provisions for monitoring, reporting and verification (MRV) beyond carbon. Include: • Deep and legally binding emissions reductions by developed nations at levels consistent with the latest scientific findings, most of which should be met through domestic emissions reductions. • Adequate and predictable funding from developed countries to enable developing countries to follow a low-carbon growth path and adapt to the impacts of climate change; and • A comprehensive system of technology cooperation that delivers sustainable development, enables poverty reduction and ensures access to sustainable energy services for everyone.   CARE's position on REDD Â
